Anshan, the third largest city in Liaoning Province, plays a pivotal role in the revitalization of Liaoning in 2021—the beginning of the "14th Five-Year Plan” and the transition of two centennial goals. Analyzing economic, population, and innovation data in Anshan over the past ten years; the paper based on the perspective of economic statistics establishes the Cobb-Douglas supply-side economic model of Anshan, and draws the following conclusions: Anshan’s economic returns to scale are increasing. Local government should increase investment promotion, and strengthen scientific research and talent reserves, to speed up the transformation and upgrading of local economic structure and industrial structure innovation, which aim to promote the rapid and high-quality development of Anshan’s economy.
