Abstract
Energy saving and emission reduction has become a must for sustainable development of all countries. Therefore, under the carbon peaking and carbon neutrality goals, it is important to conduct research on CO2 emission efficiency in regions, especially in high carbon emission regions. As a large coal province, it is necessary for Shanxi Province to transform its high CO2 emission development mode. Therefore, this paper selects Shanxi Province as the study area and applies the Undesired-Super Efficiency SBM model to measure the carbon emission efficiency of 11 prefectural cities in Shanxi Province from 2011 to 2020., and analyze the factors affecting its CO2 emission efficiency using a fixed-effects model. The conclusions are as follows: (1) The overall efficiency of CO2 emissions in Shanxi Province is on a declining trend and the enhancement of CO2 emissions efficiency is primarily limited by scale efficiency. (2) The CO2 emission efficiency of Shanxi Province has obvious spatial differentiation. On the whole, it shows stratification from north to south, and the north and central regions have higher CO2 emission efficiency compared to other regions. (3) The scale of CO2 emission reduction in Shanxi Province is enormous, mainly concentrated in the southeast of Shanxi Province. (4) The main factors of CO2 emission efficiency in Shanxi Province are economic development level, industrial structure, energy structure and openness. Accordingly, this article provides corresponding policy recommendations.
