Abstract
With the increasing capabilities of satellites and the growing demand for emergency response, traditional centralized or distributed planning approaches are insufficient for collaborative planning of batch arrival emergency tasks (BAETs) due to communication surge and cyclic problem-solving issues. This paper addresses the challenge of coordinating BAETs in a distributed satellite environment. To overcome the issues of communication surge and cyclic problem-solving caused by batch arrivals, a Two-Layer Tabu Search-Based Distributed Collaboration Method (TLTSD) is proposed. TLTSD combines traditional auction-based self-organized collaboration method with tabu search approach, where the Master satellite acts as an auctioneer and the Servant satellites act as bidders, each maintaining their own tabu list to avoid cyclic optimal solutions during subsequent negotiations. Through numerical experiments, TLTSD is proven effective in reducing communication times and enhancing coordination performance.
