This paper examines how a choice programmatic architecture might enable re-use in design to speed up the development of the three flagship missions identified in the Astro 2020 survey. The paper begins with a review of the current milieu of Flagship developed, namely unique bespoke designs. Two program management architectures are introduced, the status quo, stand alone programs and the portfolio oriented Great Observatories Program Office, charged with completing all three missions in the more timely and efficient manner. Under the latter architecture, re-use of designs and hardware becomes a requirement. It is show that this can save many years is getting all three missions to launch and operation. The paper concludes with the recommendation that the ideas introduced here be further explored as part of the nascent Great Observatories Maturation Program currently being formulated.
