Abstract
License plate location is the basis of LPR, and it is the most important part of it. The strategy in this article aims to find the precise horizontal edgy which just cover characters without frame and screws and noises and so on. The method process license plate images after rough location and its steps include an adaptive thresholding method on the basis of maximum between-cluster variance, and a corrosion morphology. Finally it adjusts borders according to distance distribution, thus derives a new plate image whose height equals to that of characters. This method is less restrictive in complexity of the image background, and with a high location speed. It is a highly efficient method of license plate location.
